Filter>Texture>Grain; Filter>Artistic>Neon Glow; Filter>Stylize>Glowing Edges
and that's the effect.

Hi I'm Greg from Poland. I've been leaving here for 5 months and now I'm Studying HNC Multimedia Computing: Web Development.
I studied Computing Science in my Country but I did not finished it so I decided to continue in Aberdeen.
I don't know what I'm doing this but my tutor wants me to ;)
